i have a problem with my iphone 6

I just replaced my iPhone 6 from Dubai last week

and its has error 4013 and the wifi not working since I take it from the shop the its coming like blow colure and when I want to turn it on the button not moving .

so please this is second time I replaced my iPhone and I paid 1099 twice .
